Eligibility Details

  • Candidate must be a citizen of India.
  • Must hold a Bachelor’s degree or an equivalent qualification from a recognized university.
  • Candidates who are yet to receive their final year results can also apply, but they must produce proof of passing within two months from the start of the exam.
  • MBBS or equivalent medical candidates who have cleared their final professional exam but haven’t finished internship can apply provisionally, and must submit their degree or internship completion certificate at the time of the Personality Test.
  • Knowledge of the customs, manners and dialects of Himachal Pradesh, along with suitability for the state’s working conditions, is desirable.

HPPSC Combined Competitive Examination: Selection Procedure & Exam Pattern

HPPSC will select candidates for the HPAS Combined Competitive Examination-2026 through three successive stages, explained below.

Stage 1: Preliminary Examination (Screening Test)

The Preliminary exam has two objective type papers of 2 hours each. This stage is only for screening, marks from this stage are not added to the final merit.

  • Appearing in both papers is compulsory, else the candidate is disqualified.
  • Paper-II (Aptitude) is only qualifying in nature with 33% minimum marks required; its marks are not counted for screening merit.
  • Merit for the Main exam is prepared only on the basis of Paper-I (General Studies) marks. Candidates scoring zero or negative marks in Paper-I get disqualified.
  • Negative marking of 1/3rd of the marks is applicable for each wrong answer; no marks are cut for unattempted questions.
  • Around 20 times the total vacancies will be shortlisted for the Main Exam.

Stage 2: Main Written Examination

The Main exam is descriptive in nature with compulsory papers plus one optional subject, chosen from 31 available subjects. Every paper runs for 3 hours.

  • Candidates must score at least 40% marks in each of the Hindi and English compulsory papers to qualify; marks of these two papers are not counted towards final merit.
  • A minimum of 45% aggregate marks (in the remaining papers, excluding Hindi & English) is needed to qualify for the Personality Test.
  • Candidates up to 3 times the number of vacancies will be called for the Personality Test, based on Main exam merit.

Stage 3: Personality Test (Interview)

The interview checks a candidate’s personal suitability, mental ability, social qualities, leadership skills and knowledge of Himachal Pradesh’s local customs and dialects. Final merit is decided by adding Main exam marks (excluding Hindi & English) with Personality Test marks.

Tie-Breaking Rule (when final scores are equal)
  1. Candidate with higher marks in the Personality Test ranks higher.
  2. If still tied, higher marks in the aggregate of compulsory subjects (excluding English & Hindi) decides the rank.
  3. If still tied, higher marks in the Essay paper decides the rank.
  4. If still tied, the elder candidate is placed higher in the final merit list.
